The wearers own arms manipulate the legs so that person being eaten appears to be kicking. (The shoes in the picture are not included.)
The costume has party friendly arm holes (hidden in the fins) and a Velcro section in the sharks mouth, so now you can eat ,drink and get merry like the rest of the party guests.
